Read it carefully. It says that time dilation is the elapsed time between TWO events. Just two...two positions only. You see if you add more than two frames of reference the whole theory collapses. The universe is vast and is actually sort of ah ...three dimensional. So just add a third frame of reference moving towards the other two and then past them then space time has a different warping shape. keep adding more moving frames for reference at large numbers of relative velocities and time and space are going to seem much more universal and the same. Its no wonder then that cosmic expansion and the big bang theory appeals to relativists because they can take their analogies and fit in that way more perfectly.
